The volley requires a very compact swing to keep control of the shot. However, the short swing limits the speed of the racquet and therefore the speed of the ball. In order to hit a firmer volley, use your body momentum by moving through the shot. This will allow you to hit a more penetrating volley without having to lengthen your backswing and sacrifice control.
